Alright, so I seem to be able to complete altar runs significantly faster using this wand/offhand setup, versus the staff below it. It could just be my play style, but has anyone else experimented with these two different weapon setups?

So much of what constitutes a fast run is down to chance and personally playing style. If I get the first two groups in a single firestorm then chances are I clear to the back gate in 7 minutes. A fumble there or a split patrol near the shrine means it will be 8 or 9 minutes to hit the back gate. I tend to keep a pulling bow out 90% of the time, mostly because I just don't think to switch up after pulling. In the end anything under 10 minutes is functional, as I'm just interested in consistent runs where I can absent mindedly watch Netflix in the background. Even losing the imp with the lvl 20 only adds about 1 to 2 minutes on average.
All that being said I do keep a staff on every ele. The hsr is a boon to me just for those few patrols that aren't adjacent to boss kills. I just don't always think to maximize my time and keep it in rotation.
I have a couple no req staves that I put on new ele's as they level up. But anything with hct and hsr seems to work for me in the long run. Most have Fire +1, the rest Hp +28. The bows are usually no reqs, though the original ele has this req 3 that makes the 3 man patrol leading to the bosses a two flare aggro kill, something that I always enjoyed back in the old days.
