Here's a quick guide on how to get the Proof of Triumph and where to cap the new elites. To acquire the Proof of Triumph, you need to trade the Ancient Anniversary Weaponsmith in Embark Beach 5 Proof of Legends. The fastest and easiest way to acquire these are : - Completing Augury Rock (Proph) 5 times on 5 different characters. This method can get you 5 proofs in under 15minutes.
Simply bring Frenzy (DO NOT USE YOURSELF) and Vanguard Assassin Support.Any other PvE skills will increase the speed of the run. - if you don't have access to 5 characters with Augyry Rock,you can always pick others out of the follwing missions:
The Great Northen Wall (Proph) - Just run through everything Chahbek Village (Nightfall) - Very low level, bring a decent dmg output build A Time For Heroes (Eye of the North) - Bring Pain Inverter and a full team Or one of the following but these are slower/more difficult Tihark Orchard (Nightfall) - Imperial Sanctum (Factions) - Against the Charr (Eye of the North)
With these missions it's possible to get the required 5 Proof of Legends under half an hour.
Then after you get the Proof of Triumph. Go to either Perdition Rock (Ele or Necro), Raisu Palace (Sin, Warrior, Rit), Ruptured Heart (Monk, Para, Derv) or Sacnoth Valley (Mesmer, Ranger) to cap the elite. The only real requirement is that atleast 1 person of the team has the Proof of Triumph in his inventory to spawn the boss. This means you don't have to do all the missions someone else already has the Proof of Triumph. You can also move it to another character by putting in storage and getting it out. This way you don't have to do missions again.
Now more info about the Elite skills themselves. PROPHECIES. Captured from Abaddon's Cursed in Perdition Rock. Northeast corner of the map. - Elementalist (Energy Storage): Over the Limit
Elite enchantment spell. -1 energy regen, 5 energy, 1s casting time, 20s recharge time. While you maintain this enchantment, your spells cast 15...18...19% faster, and recharge 15...18...19% faster, but you continuously gain Overcast.
- Necromancer (Soul Reaping): Soul Taker
Elite enchantment spell. 5 energy, 1s casting time, 15s recharge time. For 3...25 seconds, your attacks sacrifice 15...19 health and deal 15...19 more damage. FACTIONS. Captured from Blade Ancient Syu-Shai in Raisu Palace. Centrally in the area, on the bridge. Look between the mission spot for Cynn and Danika. - Warrior (Strength) Seven-Weapons-Stance.
Elite Stance. 5 energy, 20s recharge time. For 3...17...21 seconds, your weapon attributes are increased by 1...12...16 and you attack 33% faster. NOTE: Maxes out at 20 - Assassin (Critical Strikes): Shadow Theft
Elite skill. 5 energy, 1/4s casting time, 20s recharge time. Shadow Step to target foe. For 5...17 seconds that foe's attributes are reduced by 1...4 and your attributes are increased by 1...4. This skill counts as a Lead Attack. - Ritualist (Spawning Power): Weapons of Three Forges
Elite weapon spell. 10 energy, 2s casting time, 15s recharge time. For 3...17...20 seconds, each non-spirit ally in earshot gains the effect of a random Weapon Spell.
NIGHTFALL. Captured from Yoannh the Rebuilder in the Ruptured Heart. Boss spawned in the north/west of the area. - Paragon (Leadership): Heroic Refrain
Elite echo. 5 energy, 1s casting time, 15s recharge time. For 3...15 seconds, target non-spirit ally gains +1...5 to all attributes. This echo is reapplied every time a chant or shout ends on that ally.
- Dervish (Mysticism): Vow of Revolution
Elite enchantment. 10 energy, 1s casting time, 20s recharge time For 3...9 seconds, you have +1...4 energy regeneration. This skill reapplies itself every time you use a non-Dervish skill. - Monk (Divine Favor):Judgment Strike
Elite melee attack. 5 energy, 15s recharge time. Attack target and adjacent foes. Each attack that hits deals +13...19 Holy damage and knocks down attacking foes.
EYE OF THE NORTH. Captured from Fureyst Sharpsight in Sacnoth Valley. On the field in front of Rragar's. - Mesmer (Fast Casting): Time Ward
Elite Ward Spell. 10 energy, 2s casting time, 30s recharge time. You create a Time Ward at your location. For 3...13 seconds, non-spirit allies in this area cast spells 15...19% faster and recharge skills 15...19% faster. - Ranger (Expertise): "Together as one!"
Elite Shout. 10 energy, 1s casting time, 15s recharge time. For 3...13...15 seconds, all party members near you or near your pet deal +3...13...15 additional damage with attacks and gain +1...6...7 Health regeneration.

I just did augury rock 5 times in 10-15 minutes. Doing Augury 5 times on 5 different characters...didn't think about that one. Nice! Changed it in my post. Thnx oh wise one

A little more info,
The weapons still require their weapon mastery to deal expected damage except for the dervish staff. Just an oversight on anet's part since they are probably people who didn't work on gw1 and don't know how the game actually works.

Seems they realised they did something wrong. They balanced a few of the skills and fixed the 'gimmickness' of the weapons.

- Increased the recharge bonus of Over the Limit to 15..50.
- Fixed a bug that allowed Over the Limit to cause Overcast higher than the user's maximum energy capacity
Monk
- Reduced the cooldown of Judgment Strike to 8.
- Increased the damage bonus of Judgement Strike to 13..30.
Necromancer
- Soul Taker now sacrifices health for each target of multihit attacks and no longer triggers on attacks that fail.
Paragon
- Decreased the attribute bonus of Heroic Refrain to 1..3.
- Reduced the cooldown of Heroic Refrain to 10.
Ranger
- Fixed a bug that caused "Together as one!" to affect non-party allies. It will still affect the ranger pets of party members.
Items
- Fixed a bug that caused the new anniversary martial weapons to not properly scale their damage with their required attribute.
- Fixed a bug that caused Anniversary Shield "Curtain" to not be moddable with shield handles.
- Added a penalty to the armor bonus of Anniversary Shield "Curtain" while wielded in PvP
