I just looked at mrkvagusara's fun bubble diagram and it looks like because this isn't max damage it's worthless, correct?

It's a perfectly fine starter axe for any warrior starting their journey, but that's where the appeal ends.
The 6-15 damage is low to mid-range. The inherent modifier (14% vs hexed foes) is not desirable at all since you'll never be casting hexes on enemies in combat.
You might be able to sell this for like...5k or so. That sounds fair to me.
Axes with the most value will have damage ranges of 6-17, 6-18, 6-19, and 7-19. I'd only ever save something below that for an alt character of mine or a friend.
