not much. tbh i don t think dom +1 on staff is worth using since the dmg that gets added is realy not a lot. fire+1 is great since firestorm is aoe dmg and also hits over time so the dmg multiplies. dom dmg is empathy and backfire... as mesmer i d rather use a focus/wand combo
math:
firestorm +1 = +2 dmg (over 10 sec) -> +20dmg on all enemies in the area ->20*x
empathy+ 1 = +3dmg per hit (over 15 sec) war attacks 6 times in 8 sec, 9 times with frenzy (assuming they perma it which they dont)
ranger attacks go from 2 times in 4 sec to aroud 4 in 11 AND they stop from time to time and cast preps
for normal war thats about 33 dmg more (that is assuming he hits you exactly in the moment the hex starts working, not wasting any time)
ranger varies from 18-22 IF he s using a flat or shortbow (assuming they don t cast preps, attack as often as possible)
backfire+1 = 7 dmg per spell most spells are probably in the necros build? 3 hexes, so 21 dmg more
useful maybe on ele boss when he spams flare how many does he get through in 10 secs? dunno how long aftercast delay is... maybe 7? so 49 dmg (he should be dead after the thrid flare i think)
i think oyu get my point. It may look nice but theres probably a lot better to use.
getting a nice wand and offhand with faster rechrage times might be better.

The same can be said for any attribute increase though. Like sundering, the effect in presearing is negligable for every attribute, including death magic +1, the by far strongest of them all... its about the looks and not really needing perfect fighting equipment to bash level 8 charrs with a level 20 at almost max armor via vanguard initiate... Also, an important general note: Wand and offhand do not mean you cant get +1 attribute-to the contrary! As far as I know, +1 attribute could technically appear twice on an offhand, although the odds of getting that and both attributes being the same should be astronomical. Wand and offhand are always the better choice in presearing: the ability to have HSR limited to your primarily used attribute allows for 18% instead of 15% HSR, the total HSR+HCT can go much, much higher on a "40/40"-like set than it can on any staff and the multiplicative stacking of those mods makes for the rare fun cases of getting cooldown or cast time reduced to a quarter of its normal value. That said, staves are usually less expensive and more versatile as they can be modded to fit more than one demand. Expositional detour done, whats valuable is usually defined by supply and demand-and people like +1 attr and they are fairly rare...

It is possible to get +1 attribute on a shield or focus, but it is N OT possible for it to appear twice. Same as it isn't possible to get +30hp/+30hp on any offhand or 20% HCT / 20% HCT or HSR 10% / HSR 10%.
