I believe yes, they are junk. As far as energy or Survivor insigs, i personally use Survivor insigs, i find i'm short energy occasionally, but generally alright, and that's using the Ignite Arrows, which costs more than RtW in energy.
so... maybe if you're running Ignite, i'd reccomend going with a hybrid of survivor/radiant insigs, and with RtW i'd use survivor insigs.

This might be a little unclear. It is not the range that matters but elevation - so the higher you are the more dmg and range you have, and vice versa the lower elevation the less dmg and range you have.

Also this. I believe shortbows have maximum ATTACK speed, not maximum ARROW TRAVELING speed, which in turn would not make RTW useless for those types of bows, just that flatbows have a slight advantage (the range).
Shortbows have both high attack speed and arrow travel. Maybe I'll reword it because "useless" is a bit harsh it still boosts damage a bit.
Good for close range attack, melee fighters. Not useless, but if they're not dead by the time they get to you, use the shortbow. Rangers would probably do well to have all 4 weapon slots open and loaded. Recurve or Longbow or both for ranged attacks, Flatbow for pulling and damage, and the shortbow for when those pita charr melee are upon you while you're taking out the Hunters and Shamans. Just a click and each of the 4 weapons are at hand instantly. Beef it up with sundering and charr mods and it'll do nice damage up close and personal.
Good stuff. That mound technique is a good one. As far as insignias, I like radiants the best. Not just in pre but also in post. Gives you more room to go all out. As far as bows, I like the nevermore flatbow with a charrslaying mod, read the wind, frenzy, troll unguent, and a hearty pet. The best combo for killing charr in pre imo. In my experience, my ranger warrior's health never got low enough even when using frenzy to warrant the use of survivors or armor insignias. But to each their own and it can be agreed that the ranger is a powerful force in pre.

And I don't mean to throw out Ranger Ele it does rival Ranger Warrior in charr killing power. I've tried both and the aoe damage of Ranger Ele is impressive especially at the steps of the altar when they're all bunched together. But yeah those poor charr...
