Mostly copy-pasted from the old guide.
There are multiple command line arguments which may be used to change the games behavior during the start-up. These arguments can be set in the properties window of the game shortcut.
A list of the possible arguments may be found in the both the wiki link and the presearing.com link posted at the top of this thread.

- Right click on your Guild Wars shortcut and select 'Properties'.
- In the 'Target Area' field you will see the location of your Guild Wars executable file: "..\Guild Wars\Gw.exe"
- Write the desired command line arguments after the quote marks, preceded by a space:
"..\Guild Wars\Gw.exe" -fps

Additional advice from users:
- "If you don't use a multiloader and want to quick swap by using separate shortcuts set up to login to each account automatically by using -character , -email, -password. (One account at a time obviously, but fast to change between running accounts.)" - Looney
- "If you edit the regular gw shortcut sometimes the 'target' box is greyed out (depends on admin privileges) so making a new shortcut works better. It depends if the windows user account is an admin or not whether or not you can edit the original gw shortcut's target." - Looney

For arguments that require a text string the text is in quotation marks with a space between the argument and text string." - Looney
